Contextual Leadership Methodolgy Training Seminars

Notice of Intent to Sole Source - The Internal Revenue Service intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, to the Institute for Women's Leadership, 495 Seaport Court, Redwood City, CA 94063 for proprietary Contextual Leadership Methodology to develop a team approach on collaborating within and across the IRS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTATIONS. However, all responsible parties who can provide the above requirement may submit written quotations. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. This acquisition is being conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. Award will be based on the best overall value and meets the following criteria. All quotations shall include travel in accordance with the FAR standards, training materials and speaker price(s); FOB point; a POC (name and telephone number); GSA contract number (if applicable); delivery date; business size; payment terms; must have a proven history of being able to apply Contextual Leadership methodology in a class format for approximately 30 people; and must be willing to provide approximately 10 two-day training seminars at 5000 Lanham Drive, New Carrollton, MD 20706 for the entire performance period. Offerors shall be registered with the Central Contractor Registration (CCR) in order to be considered for an award and have their taxes paid up to date. Quotation shall contain clear and convincing data substantiating the ability to teach this proprietary information. Interested parties must also submit a capabilities statement and/or resume that demonstrates the respondent's ability to meet the requirements as specified herein and detailed information of the training that will be offered. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. The Government reserves the right to make an award without discussions and/or negotiations. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. All quotations must be submitted in writing via mail or email by November 13, 2009 at 3:00pm EST no later than 10 days from the published date of this synopsis. Responses must be received on or before the close of business of the date and time specified in this notice. RESPONSES RECEIVED AFTER THIS TIME FRAME WILL NOT BE CONSIDERED. Quotes are limited to 5 pages in total. Verification of receipt of e-mail transmission is the sole responsibility of the contractor. If no responses are received, an award will be made to the Institute for Women's Leadership. This award will be Firm Fixed Price from November 2009 through September 2010.
