Solicitation # 191BWC26R0009
Solicitation 191BWC26R0009, issued by the International Boundary and Water Commission, seeks a contractor to provide Firm Fixed Price Operations and Maintenance (O&M) services for the South Bay International Wastewater Treatment Plant (SBIWTP) in San Ysidro, California. The contract is structured with a base year running from June 1, 2027, to May 31, 2028, and multiple option years extending through May 2031. A primary objective of the scope is managing plant operations, SCADA systems, and maintenance during the facility's expansion from 25 MGD to 50 MGD. Broward County Water and Wastewater Services is seeking to award up to two professional engineering consulting contracts under the authority of Chapter 287.055 Florida Statutes, with a focus on two distinct categories: Water Treatment Systems and Wastewater Treatment and Transmission Systems. Interested vendors can propose for one or both categories, but only one contract will be awarded per category. The selection process follows the Consultants' Competitive Negotiation Act (CCNA), meaning that price will not influence the evaluation or ranking of firms. Respondents must submit separate documentation for each category they wish to be considered for, including evaluation criteria, letters of intent, and subcontractor information, with all other required documents submitted only once. The solicitation emphasizes the importance of licensing, participation goals for certified County Business Enterprises, and adherence to specific submission procedures through Periscope S2G, with responses due by January 26, 2024. The contract aims to secure ongoing engineering services for water and wastewater systems, with future procurement opportunities potentially arising from the awarded services. Broward County will review submitted proposals for responsibility and compliance, including ownership disclosures, which are collected separately for research purposes and do not impact contract awards. The process involves a structured question-and-answer period, and all responses must be submitted electronically via Periscope S2G, with vendors encouraged to submit early to avoid technical issues. The county reserves the right to review future related procurements for conflicts of interest and to prohibit vendors from participating if conflicts are identified. The solicitation provides detailed instructions and emphasizes the importance of compliance with all submission requirements to be considered responsive and responsible.
