Continuing Services for Parking Structure Repairs and Renovations

The City of Orlando is soliciting Qualification Statements from certified and licensed General Contractors for a continuing services contract to perform as-needed repairs and renovations for its parking assets. The city's extensive parking system includes over 1,000 metered spaces, 748 surface lot spaces, and 10 parking garages containing 8,525 spaces. To address the challenges of rapid regional population growth, the city requires broad on-call capability for both urgent and planned maintenance to preserve the structural integrity and safety of these facilities. The contract will be executed through multiple task orders, with compensation for each project negotiated as a final lump-sum, not-to-exceed price. The contract is for an initial three-year term, with the possibility of three additional one-year extensions, totaling up to 72 months. To be eligible, respondents must be licensed General Contractors in Florida with at least five years of experience in parking structure repair, a local office within 100 miles of Orlando, a bonding capacity of at least 500,000 dollars, and a history of completing at least three projects valued at 100,000 dollars or more each. Award decisions will be based on a 100-point evaluation system administered by an Advisory Committee. All submissions must be uploaded to the OpenGov e-Procurement Portal by October 27, 2026.
