The United States Coast Guard is seeking dedicated contractor support to manage and maintain Continuous Synopsis Records for the U.S. flag fleet. This effort is critical for ensuring compliance with the International Convention for the Safety of Life at Sea, which mandates up-to-date records to uphold international maritime safety and security standards. Full Description

This contract is essential to ensure the U.S. Coast Guard fulfills international maritime security obligations under the International Convention for the Safety of Life at Sea (SOLAS) by maintaining accurate Continuous Synopsis Records (CSR) for the U.S. flag fleet. Under the International Convention for the Safety of Life at Sea (SOLAS), the United States is legally obligated to maintain an up-to-date Continuous Synopsis Record (CSR) for all applicable vessels. Executing this contract ensures the U.S. Coast Guard remains compliant with these binding international maritime safety and security standards.
A failure to maintain these records degrades our ability to monitor maritime threats and compromises international security protocols. The administrative bandwidth required to process, update, and manage these records across the fleet is substantial. Dedicated contractor support is required to execute this essential administrative function. Without this contract, CG-CVC will lack the necessary administrative capacity to process CSRs in a timely manner. This would result in international non-compliance, potential delays or detentions of U.S. flagged vessels in foreign ports, and a degraded posture in global maritime security tracking.
