The Womelsdorf-Robesonia Joint Authority is soliciting sealed bids online via the PennBid program for Contract 26-1, Furnace Creek Tank Metals Rehabilitation. All documents and solicitation details are available at no cost from PennBid at www.pennbid.bonfirehub.com.
The work includes installing a riser on the tank inlet with 4” drilled holes to disburse water as a static mixer, replacing the tank ladder, installing a new 30-inch manway, replacing the roof vent, installing safety cables on the ladder, and reconfiguring the overflow discharge with a proper air gap including a duckbill check valve, reducer (acting as a funnel following the air gap), and a flapper valve above the concrete splashpad.
Sealed bids shall be submitted and updated online via the PennBid Program until 2:00 PM on August 11, 2026. All bidders can contact the Womelsdorf-Robesonia Joint Authority to visit the site. The Authority contact is Dennis Miller (Chief Operator), and the telephone number is 610.301.1951.
The Womelsdorf-Robesonia Joint Authority reserves the right to reject any and all bids, or to make award to such bidder who, in the judgment of the Womelsdorf-Robesonia Joint Authority makes the most advantageous bid. The work is funded through a loan with Penn VEST, and the contract is subject to all Penn VEST Drinking Water State Revolving Fund – Non-Equivalency Fund loan requirements. Bids are invited from all qualified bidders.
This contract is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
This contract is for services related to a project that is subject to all requirements for the purchase of American Iron and Steel (“AIS”) set forth in the Federal Consolidated Appropriations Act, January 17, 2014, P.L. 113, No. 76, §436
Each proposal must be accompanied by a certified check drawn to the order of the Womelsdorf-Robesonia Joint Authority, or a Bid Bond in favor of the Womelsdorf-Robesonia Joint Authority in the amount of 10% of the bid price. Said check or bond shall be subject to the conditions provided in the Instructions to Bidders.
