SUNY Upstate Medical University Hospital is seeking proposals from pharmacies licensed in New York State to establish contract pharmacy relationships aimed at expanding the hospital's 340B drug pricing program. This program allows eligible hospitals, like SUNY Upstate as a Disproportionate Share Hospital, to purchase outpatient drugs at discounted prices under federal law. The objective is to partner with pharmacies that can help increase access to outpatient prescriptions for the hospital’s uninsured and under-insured patient population while providing pharmacies with advantages such as favorable dispensing fees, timely stock replenishment, and a strengthened affiliation with a major tertiary care academic hospital in New York. Pharmacies interested in this revenue contract must have a valid pharmacy license, a computerized pharmacy information system compatible with a third-party 340B plan administrator, and agree to specific operational requirements including a ship-to/bill-to replenishment arrangement with the hospital, inclusion of all associated costs in the dispensing fee, and timely payment of invoices. The contract has a five-year term with the option to renew for an additional five years and covers all counties across New York State. SUNY Upstate intends to award contracts based on positive annual returns and revenue maximization. Multiple pharmacies, including notable ones like Walgreens, Wegmans, and Express Scripts, have previously been awarded similar contracts. Interested parties may contact the hospital’s Purchasing Department for more information or to submit their proposals.
