Request for Information (RFI)/Sources Sought This is a request for information from interested sources on behalf of the Federal Housing Finance Agency (FHFA). The request is for information only, and your response is neither an offer nor a quote. This request for information does not commit the FHFA to pay any costs incurred in the preparation and submission to this RFI. Also, this RFI does not obligate FHFA to contract for services or guarantee any respondent inclusion on a potential solicitation mailing list. FHFA anticipates that if this develops into a firm requirement, a solicitation MAY be issued on or around October of 2015. Purpose FHFA has a potential requirement for behavioral modeling software packages that can integrate into existing systems used by the FHFA. The contractor would have to provide a flexible COTS behavioral modeling software package that can integrate into existing systems (QRM and Polypaths) that would allow FHFA to map and load the GSEs' mortgage and mortgage-related instrument data along with market and macroeconomic data to produce and validate default, prepayment and loss rates used in baseline and scenario market valuations and cash flow analyses. The latest version of the software must be fully integrated with the latest versions of QRM and Polypaths, respectively, and, through those frameworks, with the latest version of Intex. The software must be able to be implemented in such time as to produce, at a minimum, preliminary results through QRM and/or Polypaths within one month of software acquisition. FHFA is conducting market research to gain an understanding of the possibility of obtaining these services for behavioral modeling software packages (including support services) in accordance with the draft statement of work (SOW). Based on positive market research results, FHFA may formulate a subsequent procurement strategy and solicitation. The specific purpose of this request is to accomplish the following: 1. Gauge overall vendor interest in this FHFA requirement. 2. Identify the capabilities and strategies of potential firms in meeting FHFA's objectives and requirements including behavioral modeling software fully integrated with QRM and Polypaths, as well as experience and past performance. 3. Verify that the work requirements and objectives are clear, reasonable, and attainable. 4. Gather information that can be used to inform, formulate, and enhance a procurement strategy and solicitation. Please see the attached DRAFT statement of work for more details. The DRAFT statement of work is information provided for illustrative purposes and must not be taken in the context of being representative of future requirements. Any actual requirement that may result from this information request would be a firm fixed price (FFP) vehicle with a five year overall period of performance that would include a base period and four (4) option periods, each period having twelve (12) months. Information and Input Requested - A letter of interest, including a point of contact, phone number, and email. - Two certified letters, one from representatives of QRM and one from representatives of Polypaths. Each letter is to state that your firm's behavioral models are fully integrated with QRM and Polypaths, as appropriate. Submissions without this requirement will not be considered. - A copy of any licensing agreements that your firm would require. - A brief overview of your firm's capabilities that addresses the above listed potential requirements. - Your firm's size status for North American Industry Classification System (NAICS) number: 541611. If you are uncertain of your size status, please see the Small Business Administration's site for more details: http://www.sba.gov/content/table-small-business-size-standards - Please include a rough order of magnitude price associated with the requirement. - A list of clients or experience in these areas with a client point of contact, name, phone number, and email. - Please do not exceed ten pages. However, your firm may submit any pre-created marketing literature to supplement the requirement. - Provide any comments in Track/Edit to the attached DRAFT statement of work. When making comments, please consider addressing the following areas: o Address areas within the work requirements that are NOT clear. o Address additional information your firm would require to successfully respond to a formal solicitation such as specific historical data. o Propose alternative language that may improve clarity or better communicate requirements that align with industry practices. o Suggest ways to make requirements clearer or better defined if you believe the requirements are too broad. o Please provide comments about how the statement of work is organized and what would be the best way to organize a proposal. If this does become a firm requirement, and the FHFA decides to request a proposal or quote from your firm, you will be advised. Please do NOT include any non-disclosure restrictions; state your submission is for evaluation purposes only. FHFA is conducting market research and may share your input with others within FHFA and utilize to develop a potential future solicitation. Such restrictions eliminate that utility.
