The contract pertains to a sources-sought solicitation for Undergraduate Pilot Training Support (CUPT), identified by solicitation number FA3002-18-RFI-CUPT and posted on January 25, 2019. The Air Education and Training Command (AETC) and the Air Force Installation Contracting Agency (AFICA) expressed appreciation for industry input received during the associated Request for Information (RFI) and Industry Days. This efforts’ goal was to explore options to mitigate pilot shortages within the Air Force by increasing pilot production. However, a Business Case Analysis concluded that the CUPT concept, as initially proposed and reliant on the availability of excess T-38 aircraft, was no longer viable due to improved training efficiencies that have increased organic throughput, thereby eliminating aircraft surpluses. The communication emphasizes that any future initiatives concerning aircrew shortages will be handled through separate RFIs, and no further information on this specific RFI will be disseminated beyond possible industry-specific follow-up questions. The points of contact for this solicitation include Stephen S. Pritchett, Chief of the Flying Training Section, and Joseph N. Sitterly, Contract Specialist. The NAICS code applicable to this effort is 611512, related to flight training. The focus remains on addressing pilot production challenges through ongoing analyses, rather than advancing the CUPT approach outlined in this solicitation.

_________________________________________________________________________ Update 25 Jan 19 HQ AETC and AFICA 338 SCONS would like to thank industry for the information received and valued interaction pertaining to the CUPT RFI and Industry Days. This was one of many approaches the Air Force has considered in ongoing efforts to address aircrew shortages. The Air Force is developing a Business Case Analysis to further explore all options to increase pilot production. As part of this analysis it was determined that, under our proposed concept as described in this RFI, CUPT will not be a viable option. One of our primary assumptions is we would have excess T-38 aircraft to use for CUPT; this is no longer possible as we increase organic throughput with revised training syllabus efficiencies. Any future RFIs pertaining to the aircrew shortages will be posted as a separate RFI. No further information is anticipated to be communicated pertaining to RFI FA3002-18-RFI-CUPT after this transmission barring any follow up questions from industry specific to this RFI. All questions related to this RFI must be addressed to Stephen Pritchett at stephen.pritchett@us.af.mil.

The Department of the Air Force, specifically the Air Education and Training Command Special Missions Division and Air Force Security Assistance Training, is conducting market research to identify qualified commercial sources for turnkey flight and maintenance training on C-208B Grand Caravan EX and Pilatus PC-12 aircraft. The primary requirement focuses on Contractor-Owned, Contractor-Operated assets and facilities within the Continental United States under FAA civil certification. There is also a contingent requirement for OCONUS support via Mobile Training Teams utilizing host-nation assets. Training objectives include initial and recurrent qualification for pilots, Mission Systems Operators, and Loadmasters, with a specific emphasis on special missions such as Intelligence, Surveillance, and Reconnaissance, Tactical Airland, Short-Field, and Night Vision Goggle flight operations. Maintenance training will cover airframes, PT6A powerplants, and tactical gear. Interested respondents must submit a capability statement and a completed capability matrix detailing their operational locations, fleet availability, and instructional capacity. The government is seeking input on the most cost-effective contract structures, such as firm-fixed-price per student or a monthly retainer with variable costs per flying hour. Compliance with AETC syllabi and AETCMAN 11-2AA standards is mandatory, and contractors must be capable of managing Defense Base Act insurance, international deployment clearances via APACS, and Status of Forces Agreements for OCONUS operations. This effort is currently a Sources Sought notice under NAICS 611512 and does not yet constitute a formal request for proposal or a contractual obligation.
