The project involves pre-qualification of contractors for the renovations and a significant addition to Union Memorial Elementary School in Colchester, Vermont. The scope includes constructing a new three-story addition of over 45,000 square feet and renovating approximately 13,000 square feet of existing space, with a total construction budget of around $30 million. The new construction will feature a steel frame structure with a membrane roof and diverse exterior siding materials. The bidding process is open to contractors who were not previously pre-qualified for a related Porters Point School project, and qualification statements must be submitted electronically to the architect’s office by 4:00 p.m. on December 22, 2025. Contractors who have already been pre-qualified for the Porters Point project are exempt from reapplying. Notifications of the pre-qualified list will be provided at least 30 days before the bid date, which is anticipated for mid-May 2026. Construction is planned to begin in phases starting at the end of the school term in mid-June, with completion targeted for early 2028. For pre-qualification, contractors must submit a comprehensive qualification statement, including the AIA A305 form or an equivalent, lists of completed projects over $10 million and specifically school projects over $1 million from the past ten years, along with references for each project. These qualifications and references will be critical in evaluation. Additionally, a bid bond valued at 5% of the construction cost is required using AIA A310 form, and upon contract award, a performance and payment bond covering 100% of the construction cost must be submitted using AIA A312 form. The project is managed by Black River Design Architects, with a primary contact available for inquiries.
