ADMENDMENT #1: SiteVisit Update:


The purpose of this admendment #1 is to add site visit details for 6/17/26 at 2:00 PM CST.  All attendees MUST have a REAL ID or passport.  A list of names will need to be sent to Betty Kliewer; betty.kliewer.ctr@us.af.mil and Shannon Perry; shannon.perry.1.ctr@us.af.mil 48 hours prior to site visit.  Further instructions will be given in a returned email.


This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12.6 and FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


ASRC Federal Gulf State Constructors, LLC (AFGSC) the Prime Contractor acting on behalf of the Government, is soliciting firm-fixed-price (FFP) quotes to Replacement of Control System located in Facility 255 at Vance AFB, Oklahoma.  Work shall be performed in accordance with the attached Statement of Work (SOW).


Funding Notice:


Funds are not presently available for this requirement.  No award will be made until funds are available.  AFGSC and/or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals.  In the event AFGSC or the Government cancels this solicitation, neither AFGSC nor the Government has any obligation to reimburse any offeror for any costs.


Important Notice to Offerors:


It is the sole responsibility of all offerors to frequently check this posting for updates, amendments, Q&A responses, or changes.  Failure to acknowledge and comply with posted amendments may result in a quote being deemed non-responsive.


Quote Validity:


Quotes must remain valid for 90 days after the solicitation close date of July 13, 2026.  This extended timeframe will provide the Government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process.


Bid Requirements:


The completed bid form in the attached SOW packet (Appendix B) must be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than July 13, 2026 at 11:00 AM CST.  No late offers will be considered or accepted after the deadline.  Bases for award will be Low Price/Technically Acceptable (LPTA).


Description:


The Contractor shall provide all supervision, labor, equipment, materials, and tools necessary to accomplish the repairs identified in the SOW.  Work includes but is not limited to:


•  Replace the existing R7044 Control system with new Honeywell BACnet Comfort Point Open (CPO) controllers.


•  Work includes integration with the existing Honeywell EBI/EMCS system.


•  Contractor must provide all required equipment, wiring, Direct Digital Control (DDC).


Site Visit:


A site visit will be scheduled for this project; however, the date and  time will be announced at a later date and access instructions will be posted via amendment to this notice.


Q&A:


A Question and Answer (Q&A) form is attached to this solicitation.  All vendor questions must be submitted using the form only.  Questions submitted in any other format will not be accepted.  The deadline for submitting questions is June 29, 2026 at the close of business (COB).


All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission.  Quotes submitted by vendors who are not active in SAM cannot be considered for award.
