The CASS System should be composed of commercial-off-the-shelf (COTS) and Non-Developmental Item (NDI) hardware and software components to the maximum extent practicable. This Independent Government Cost Estimate (IGCE) documents projected costs for the procurement and deployment of the TDM-IP Conversion Appliance System (CASS).
