Coordinated Community Supports Partnerships

The Frederick County Health Department Behavioral Health Service Division is seeking proposals under solicitation 27-142 to establish Coordinated Community Supports Partnerships. The goal is to provide trauma-responsive, culturally competent, and linguistically accessible youth behavioral health services and supportive interventions aligned with the Maryland Consortium on Coordinated Community Supports and the Community Health Resource Commission. The selected provider will implement a Multi-Tiered System of Supports framework, ranging from universal prevention (Tier 1) and early intervention (Tier 2) to individualized treatment (Tier 3) using a menu of priority evidence-based programs. Key objectives include improving youth engagement in schools, enhancing emotional regulation, and reducing barriers to family stability and service access. The contract is designed for an initial one-year term starting around July 1, 2027, with the County holding the option to renew for four additional one-year increments. Award decisions will be based on a best-value procurement process evaluating local priority, organizational and financial capacity, program design, and the ability to demonstrate measurable outcomes. Grantees are required to adhere to strict data collection and reporting standards, including quarterly progress and fiscal reports, and must comply with HIPAA and FERPA confidentiality regulations. Proposals must be submitted via the electronic portal by November 9, 2026, and must include a technical proposal, financial disclosures, and a detailed budget.
