The Department of Justice’s Justice Management Division (JMD), in coordination with the Office of Community Oriented Policing Services (COPS), is conducting market research via a Sources Sought notice to identify capable contractors for Professional Financial Management and Communications Support Services. This effort seeks industry input to assist in formulating an acquisition strategy and refining the requirement for a forthcoming solicitation. The requirement focuses on supporting internal and external communications, including branding, outreach materials, and publication management, alongside financial management functions such as budget formulation, financial reporting, audit readiness, and reconciliation of federal financial systems like UFMS and JustGrants. Respondents are requested to submit capability statements reflecting relevant experience, certifications, socio-economic status, and any current GSA contract information, with a submission deadline of May 15, 2026. The anticipated contract will be structured as a task order under a GSA Schedule, involving one base year starting December 1, 2026, plus four option years extending through November 30, 2031. The Statement of Work outlines the need for seven consultants distributed across communications management, business process improvement, and financial management, with strict requirements for personnel qualifications and on-site presence during core business hours. Although this notice is not a solicitation and lacks formal FAR clause listings, evaluation criteria, and pricing information, it emphasizes compliance with federal internal control standards, DOJ policies, and GSA contract terms. Inspection and acceptance are the Government’s responsibility, with a 30-day review period post-delivery, and substitutions of key personnel require prior government approval. Small businesses, especially SDVOSB and VOSB firms with valid SBA certifications, are encouraged to participate to inform contract structuring, including socioeconomic set-asides and suitable NAICS or PSC codes.
