The Department of Justice’s Justice Management Division is conducting market research through a Sources Sought notice to identify qualified businesses capable of providing Professional Financial Management Services and Communications Support to the Office of Community Oriented Policing Services (COPS). This RFI is not a solicitation but a preliminary step to inform the development of a future acquisition strategy, including potential set-asides, competition type, and requirements refinement. Responses must be submitted via email to Tracey.Cross@usdoj.gov by 4:00 PM EST on May 15, 2026, and must include company identifiers such as UEI, CAGE code, and Dun & Bradstreet number, along with proof of small business or socioeconomic status—specifically SBA certification for SDVOSB and VOSB firms. While GSA Schedule holders and socioeconomically designated firms are preferred, all capable entities are encouraged to respond. Respondents are required to address the attached Statement of Work, which outlines core task areas including financial reconciliation within the Unified Financial Management System, development of audit-ready Standard Operating Procedures, communications strategy development, branding, SharePoint management, and publication editing in compliance with the COPS Style Guide and OMB Circular A-123. Key personnel must have at least four years of relevant experience and replacements require prior government approval. The anticipated contract, if awarded, would have a five-year potential performance period with one base year and four one-year options, beginning December 1, 2026, with work performed on-site at the DOJ COPS Office in Washington, DC during core business hours of 9:00 a.m. to 3:00 p.m. EST. Offerors must provide estimated labor hours and rates and disclose any existing GSA Schedule contract numbers and SINs. No formal CLINs, pricing data, or evaluation weights are included as this is a pre-solicitation market research effort, and the government will not reimburse any costs incurred in preparing responses. Additional feedback on appropriate NAICS or PSC codes and GSA Schedule SINs is welcomed.
