This announcement constitutes a Request for Proposals (RFP) in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 "Acquisition of Commercial Products and Commercial Services", and supplemented by RFO Part 15 "Contracting by Negotiation". The NAICS code is 522320 "Financial Transactions Processing, Reserve, and Clearinghouse Activities".
The Government anticpates award of a commercial service contract with a period of performance (PoP) specified per task in the Performance Work Statement (PWS). Option tasks 4.2, 4.3, 4.4, and 4.6 will be twelve (12) months from date of award of the option task and option tasks 4.1 and 4.5 will be eighteen (18) months from date of award of the option task. The contract period of performance will not exceed 5 years from date of award of contract. Contract line items for this contract are Firm Fixed Price. Award will be made based upon a best-value tradeoff process in accordance with Department of Defense (DOD) Source Selection Procedures.

Description of the Requirement: The purpose of this contract will be to provide financial transaction processing services to the United States Army Corps of Engineers (USACE) Corps Water Infrastructure Finance Program (CWIFP), to support underwriting, accounting, project and borrower eligibility screening, FCRA compliance, and related financial efforts necessary for successful administration of a federal credit program.
The selected Contractor shall provide the level of effort, material, equipment, and facilities necessary to support the tasks listed in this performance work statement (PWS).
