The Naval Information Warfare Center Pacific has awarded a non-competitive, Firm-Fixed-Price purchase order to Strategic Business Systems for the COSMOS Production Phase 2 project. This sole-source award, justified under FAR 6.302-1 due to unusual and compelling urgency and the contractor's unique intellectual property, specifically the JEMA framework, focuses on expanding the existing COSMOS Research and Development environment into a fully automated unclassified production cloud environment. The solution will be hosted in Amazon Web Services GovCloud at Impact Level 4/5 and is designed to deploy cloud infrastructure without human intervention through a comprehensive Infrastructure as Code solution. The scope of work encompasses the full software development life cycle, including design, implementation, security, documentation, and maintenance. Key deliverables include the generation of RMF Authority to Operate artifacts, secure CI/CD pipelines, automated vulnerability scanning, and the integration of security tools such as Wiz and Microsoft Entra. The period of performance runs from November 24, 2025, through September 30, 2026. Performance is measured through funded milestones and a 12-week User Acceptance Testing period to ensure adherence to DoD Cloud Computing Security Requirements and overall system integrity.
