AI Contract Overview

The Administrative Office of the United States Courts is seeking industry input through a Request for Information to inform the future acquisition of cost benefit analysis services for AI use cases within the federal judiciary. This is strictly a market research initiative with no intent to award a contract; responses will not be evaluated for selection or scoring, and no formal clarifications will be provided during the response period. Respondents are encouraged to outline their commercial pricing models, contract structures, and assumptions regarding scope, scale, and performance to help the government determine the optimal procurement approach—whether a Blanket Purchase Agreement, an IDIQ contract, or another vehicle. The agency is particularly interested in how pricing can be structured per use case size and is seeking illustrative budgetary estimates and delivery timelines to better understand industry norms and capabilities. Respondents must address detailed questions covering past experience delivering AI solutions to court or criminal justice agencies, data governance practices for handling personally identifiable information, and compliance with the Judiciary Information Security Framework, which aligns closely with FedRAMP standards but does not require formal FedRAMP authorization. Questions also probe organizational qualifications including SAM.gov registration, GSA Schedule status, NAICS codes, staffing with Tier 4 suitability clearances, and the skills required for enterprise-level versus program-level cost benefit analyses. The solicitation number is USCA20260804, with responses due by September 4, 2026, and performance expected to be centered in Washington, D.C. All information submitted will be used solely for acquisition planning and may inform future solicitations, which could include revised or expanded requirements based on feedback received.

The Administrative Office of the United States Courts (AO) is issuing this Request for Information (RFI) solely for market research and acquisition planning purposes. The Government is seeking industry feedback to better understand commercial capabilities, customary business practices, and pricing methodologies in order to refine the requirement and develop the most appropriate acquisition strategy.

This RFI is not a solicitation, does not constitute a request for proposals and will not result in the award of a contract. To maximize the value of this market research, the Government does not intend to respond to vendor questions or issue formal clarifications during the RFI response period. Instead, respondents are encouraged to identify any assumptions made in preparing their responses, including assumptions regarding scope, quantities, performance expectations, or other factors that affect their recommended approach or pricing. Identifying these assumptions will provide valuable insight into areas where the Government may need to further define or clarify the requirement.

The Government is particularly interested in understanding how industry would structure pricing for the contemplated requirement. Respondents are encouraged to describe their commercial pricing models, contract structures, and any pricing assumptions that would influence their proposed approach. Illustrative pricing methodologies, sample pricing structures, budgetary estimates, or other pricing information are welcome and will be used solely for market research purposes. Industry feedback will assist the Government in determining the acquisition strategy that best aligns with the requirement, including whether a Blanket Purchase Agreement (BPA), an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, or another contractual approach is most appropriate.

The Government encourages respondents to recommend the contract vehicle and pricing structure they believe would best support efficient performance and provide the greatest value.
