The Health Resources and Services Administration (HRSA) is conducting market research through a combined Request for Information and Sources Sought Notice for the Countermeasures Injury Compensation Program (CICP) Reconsideration Panel Support Services. The objective is to identify capable industry partners, specifically targeting 8(a), HUBZone, SDVOSB, and WOSB small businesses, to provide operational support for the reconsideration process of individuals who have suffered injury or death from covered countermeasures. This support includes managing independent panels that review requests and provide recommendations to the government via Reports of Findings. The government is specifically evaluating the feasibility of transitioning the current Time-and-Materials contract structure to a performance-based Firm-Fixed-Price (FFP) or hybrid model in accordance with Executive Order 14402. Key operational requirements include the use of a government-owned Salesforce case management system and the maintenance of a qualified consultant cadre, ensuring medical panels include at least one physician. Performance will be measured by specific standards, such as processing reconsideration receipts within two business days, convening panels within six months of assignment, and submitting draft reports within ten business days of deliberations. This notice is issued solely for acquisition planning and market research purposes under NAICS code 541611; it is not a formal solicitation, and responses are due by December 4, 2026. The information gathered will be used to refine the Performance Work Statement, Independent Government Cost Estimate, and future acquisition strategies.

HRSA is conducting market research under RFO Part 10 to support acquisition planning for Countermeasures Injury Compensation (CICP) Reconsideration Panel Support Services. The current requirement is fulfilled under a Time-and-Materials (T&M) contract No. 75R60223D00002. For the purposes of this notice HRSA is seeking industry and small business feedback to:

  1. Understand the types of businesses including small businesses who are capable of fulfilling the requirement. For small businesses, this notice seeks to specifically identify capable 8a, HUBZone, SDVOSBs, WOSB and other small businesses.
  2. Assess the feasibility of transitioning some or all of these services to a performance-based Firm-Fixed-Price (FFP) structure , consistent with Executive Order 14402, Promoting Efficiency, Accountability, and Performance in Federal Contracting, dated April 30, 2026, which establishes fixed-price contracts with performance-based considerations as the default and preferred method of Federal procurement, to the maximum extent consistent with law. This Notice seeks industry feedback regarding whether the requirement, in whole or in part, is sufficiently defined to permit realistic FFP pricing and reasonable allocation of performance and cost risk. HRSA also seeks feedback regarding alternative or hybrid contract structures where FFP may not be appropriate for portions of the requirement, as well as performance measures, pricing methodology, workload assumptions, transition requirements, and small business capability.
  3. Obtain general feedback on the CICP requirement.

The Government may use the information received to refine the acquisition strategy, Performance Work Statement (PWS), Independent Government Cost Estimate (IGCE), Quality Assurance Surveillance Plan (QASP), and any future solicitation. The Government is seeking sufficient information to support these acquisition-planning decisions and is not requesting proposals at this time.
