Full Description

The proposed Project consists of the implementation of the Countywide Truck Route System in response to AB 98 SB 415 signed into law October 3, 2025) to establish standards for warehouse and logistics development, including truck traffic, site design and land use compatibility. The Project would also result in amendments to the existing Riverside County General Plan Circulation Element; the County’s Good Neighbor Policy for Logistics and Warehouse/Distribution Uses and Assembly Bill 98 (Logistics) and Riverside County Ordinance No. 348, Providing for Land Use Planning and Zoning Regulations and Related Functions of the County of Riverside (as amended through Ordinance No. 348.4997, effective April 28, 2023) (“Zoning Ordinance”) to include polices and restrictions to achieve compliance with AB 98. In addition to new siting requirements and operational standards for logistics facilities, the law requires designating truck routes to minimize impacts on surrounding communities, particularly the air quality, noise, and lighting impacts to sensitive receptors. By state law definition, sensitive receptors include residential uses, schools, daycare facilities, public parks, playgrounds, nursing homes and hospitals. The Project does not propose any construction.
