The requirement is issued by the Department of Defense’s Land Supply Chain under the Defense Logistics Agency and has a delivery deadline of 140 days after award. Technical and quality requirements referenced in this solicitation are governed by the DLA Master List of Technical and Quality Requirements, with the applicable revision determined by the solicitation issue date for simplified acquisitions or the RFP issue date for larger acquisitions unless amended. The contract explicitly prohibits the use or incorporation of Class I ozone-depleting chemicals in all delivered items, superseding any conflicting specification requirements, and mandates prior approval for any substitute chemicals not otherwise authorized. Export control restrictions apply to technical data associated with this item, governed by ITAR or EAR regulations, meaning any disclosure to foreign persons—regardless of location—requires prior authorization from the Department of State or Department of Commerce. DFARS 252.225-7048 governs the handling of such data, and only contractors with approved US/Canada Joint Certification Program certification, completed DOD export control training, and approved access from DLA may handle the technical data. The contract applies full and open competition within the small business set-aside framework, with response submissions due by August 17, 2026, and the solicitation posted on August 5, 2026. Locks & Lock Supplies
Solicitation # HHS0017823
A blanket order for locks and lock supplies is being issued by the Texas Health and Human Services Commission for delivery to the San Antonio State Supported Living Center from September 1, 2026, through August 31, 2027, with an option to extend for one additional year at the agency’s discretion. The solicitation, numbered HHS0017823, was posted on July 31, 2026, with responses due by August 14, 2026, and is governed under the state’s procurement rules rather than the Federal Acquisition Regulation. The North American Industry Classification System code is 444140, and this is a state-level solicitation under the SLED category. Bidders must submit complete proposals including Exhibits A through E, covering affirmations, pricing, and scope of work, with no page limits but an emphasis on clarity and economy. All submissions must be delivered via email, online portal, or physical mail to the specified Austin address and cannot exceed 25 MB in size. The contract ceiling is $50,000 for the base period, with no pricing provided in the solicitation since it is to be filled by respondents. Delivery must comply with strict labeling requirements on cartons and pallets, including the agency purchase order number, description of contents, and quantity per container, and must occur between 7:00 AM and 2:00 PM at the destination facility, excluding 11:00 AM to 12:00 PM. Inspection and acceptance occur upon delivery at the HHSC facility, where the government solely determines compliance; rejected items must be returned at the vendor’s expense. Products must be new, unreworked, and meet or exceed specifications without unauthorized substitutions. Evaluation for award is based on a best value trade-off, not lowest price, prioritizing technical compliance, past vendor performance (using the CPA Vendor Performance Tracking System with a minimum “C” grade required), and ability to perform, with price as a secondary but still critical factor. Vendors must provide a Unique Entity Identifier (UEI), disclose any felony convictions, pending legal actions, employment of former state employees, and certify compliance with state-specific preferences such as Texas-produced goods, service-disabled veteran-owned businesses, and use of recycled materials. Subcontracting is prohibited without prior written approval, and all subcontractors must adhere to the same contract terms, including E-Verify compliance and restrictions on foreign ownership tied
