THIS NOTICE OF INTENT IS A COMBINED SYNOPSIS/SOLICITATION FOR NON-COMPETITIVE REQUIREMENT: The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Regional Directorate intends to solicit on a firm-fixed price basis using sole source acquisition procedures with HVF West, LLC. The instant requirement is for the disposal of the two (2) CP-140A aircraft for the Commander, Royal Canadian Air Force (RCAF).
The Government intends to solicit directly with HVF West, LLC. on a sole source basis, as they are the only vendor who will provide this service at no cost to the United States Government (USG) on a bargaining basis, recovering their expenses from the sale of the recyclable material from the aircrafts. The scrap metal from the two CP-140A aircrafts will be used to offset the cost of the demilitarization and disposal and provide fair compensation to the contractor.
The NAICS code for this effort is 423930 and the size standard is 125 employees. It is the Government’s intent to process this procurement under FAR Part 13 procedures.
