Sale of Baled Post-Consumer Manifold Coloured Ledger (MCL)

The Fort Knox Qualified Recycle Program is soliciting bids for the government sale of one load of Baled Post-Consumer Manifold Coloured Ledger (MCL), weighing approximately 40,000 lbs (20 tons). The material consists of uncoated, groundwood-free paper sheets, shavings, and cuttings, adhering to PS 39 specifications with strict limits on prohibitive materials and outthrows. The award will be granted to the bidder offering the best price per ton. Interested parties must submit a completed solicitation agreement, including a signature, date, and initials on every page, to Jamie Daley and Anita Overton via email or fax by September 3, 2026, at 2:00 p.m. EST. The winning bidder is responsible for providing a 53-foot van trailer and must pick up the materials within five working days of notification during standard shipping hours. While the QRP provides a forklift and operator for loading, the bidder is solely responsible for securing the load and covering all transportation costs. Weight certification will be conducted using certified government scales at Fort Knox, QRP Building 2962, and these weights will serve as the sole basis for invoicing. Payments must be made to US Treasury Payables, Fort Knox QRP, via bank draft, certified check, or other approved forms, with payment due within 45 calendar days of pick-up. Bidders may submit documented product deductions within 30 days of pick-up, subject to QRP approval.
