Scrap Rail Sale – Capitol Heights, MD (Approx. 250 Gross Tons)

Amtrak is soliciting bids for the sale and removal of approximately 250 gross tons of 140 lb. scrap rail, consisting of roughly 275 sections averaging 40 feet in length. The material is located at MP131 to Burgos Off Track US-50E in Capitol Heights, Maryland, and is sold on an as-is, where-is basis. The successful bidder must completely remove the materials within 30 calendar days from the date of the Notice to Proceed, with removal operations restricted to daytime hours from Monday through Thursday. Award will be granted to the highest responsive, responsible, and qualified bidder in Amtrak's sole discretion. Bidders must submit a firm fixed price quote using a gross ton price formula based on No. 1 heavy melt under the Philadelphia Market as published in the first issue of the month by Fastmarkets. Required submission documents include the Materials Bid Form, a detailed removal plan, specifications for on-track equipment, and completed representations and certifications. Bids are due by 5:00 p.m. Eastern Time on November 4, 2026. The buyer is responsible for all removal costs and risks, including the mandatory use of personal protective equipment such as hard hats, safety shoes, safety glasses, and high-visibility vests. All buyer vehicles are subject to inspection, and the buyer must comply with all Amtrak security and safety requirements, including potential safety classes. Failure to adhere to safety regulations will result in the immediate suspension of work. Additionally, bidders must pay a 288.00 dollar Amtrak Blanket Policy fee if they request inclusion under that policy.
