This procurement seeks a comprehensive solution that will replace the outdated Practice Manager system with a contemporary, cloud-capable, hybrid work-model system ensuring compliance with state IT standards and security frameworks including NIST, HIPAA, SOC 2, and WCAG 2.2 accessibility guidelines. The contract term is planned for five years, beginning with a 33-month implementation phase followed by maintenance and operations. Security and confidentiality requirements emphasize robust encryption, access controls, and breach reporting related to Protected Health Information (PHI). Additionally, the solicitation mandates that bidders submit representations and certifications related to socioeconomic preferences (including Small Business and Disabled Veteran Business Enterprise statuses), conflict of interest disclosures, and compliance with state contracting laws. Mandatory pre-proposal conferences and multiple addenda have adjusted key dates, with the final proposal due date extended to February 13, 2026. The award will be issued to the highest-ranked proposal demonstrating the best technical merit and cost effectiveness in meeting the OAH’s case management modernization goals.
