The State of West Virginia is establishing an open-end, multiple-award central master agreement for low-pressure boiler annual inspections, preventative maintenance, and corrective maintenance across various General Services Division buildings. The scope of work is divided into two geographic regions: Group 1 covers the Charleston Metro area, including buildings 4, 8, 17, 22, 35, 36, 84, and 86, while Group 2 includes buildings 23, 25, 37, 53, 54, and 55. Preventative maintenance is required on a monthly basis, including flue gas tests and inspection forms, with work generally scheduled between Friday at 7:00 PM and Sunday at 7:00 PM to minimize operational disruptions. The contract includes strict response time requirements, requiring vendors to respond to standard corrective maintenance calls within two hours and arrive on-site within four hours, and to respond to emergency requests within 30 minutes and arrive on-site within two hours. The contract has a total value limit of 500,000 dollars, covering all initial terms, renewals, and change orders. Awarding is based on the lowest overall total cost for vendors meeting all technical specifications. Corrective maintenance labor is billed at a single hourly rate, while parts are billed on a cost-plus basis using a vendor-designated multiplier. A 12-month warranty on all labor is required. To ensure compliance, the successful vendor must provide a 5 percent bid bond, as well as performance and labor/material payment bonds each totaling 100 percent of the contract value. Additionally, vendors must maintain commercial general liability and automobile liability insurance of at least 1 million dollars per occurrence.
