The Cross Layer Spectrum Aware Cognitive Control Plane and Intelligent Routing Engine (CLAIRE) project, under solicitation NASA-SBIR-154788, is a small business set-aside initiative designed to enhance mission science data return and network resilience for NASA. The CLAIRE solution implements a protocol-agnostic cognitive control plane that provides spectrum and network situational awareness, enabling link-layer optimization and mission-aware packet forwarding. By utilizing cross-layer sensing and Dynamic Spectrum Access, the system can map service packets to appropriate bands such as UHF, X-Band, and Ka-Band to mitigate interference and manage congestion without requiring changes to existing communication protocol stacks. The technology leverages Direct Digital Transceiver (DDTRX) and machine learning to detect interference and is compatible with 3GPP 4G/5G, IEEE 802.11 Wi-Fi, and the NASA CCSDS Bundle Protocol. During Phase II-E, the project focuses on maturing the system for mission readiness by porting CLAIRE to HDTN and integrating it into the Glenn Research Cognitive Radio Testbed in Cleveland. Key deliverables include a series of technical reviews, such as the Systems Requirements Review, Preliminary Design Review, and Critical Design Review, as well as the delivery of source code in Matlab, C, and Python. The architecture is designed for broad applicability across terrestrial and space networks, including LEO, MEO, and GEO relays. Additionally, the combination of DDTRX with NVIDIA chipsets offers potential commercial applications for virtualized Radio Access Network solutions.

Full Description

AiRANACULUS team proposes an innovative Cross Layer Spectrum Aware Cognitive Control Plane and Intelligent Routing Engine (CLAIRE)Solution to increase mission science data return, improve resource efficiencies for NASA missions and communication networks and ensure resilience in the unpredictable space environment. CLAIRE provides spectrum and network situational awareness to enable link-layer selection and optimization to maximize the data flow based on the desired Quality of Service (QoS) requirements for NASA s missions. CLAIRE APP creates the cognitive control plane and rides on any protocol stack such as 3gpp 4G / 5G or Wi-Fi to enable RF spectrum and congestion awareness using cross-layer sensing. CLAIRE APP enables spectrum and mission-aware packet forwarding as well as Dynamic Spectrum Access during cases of severe man-made or environmental interference. The Packet Forwarding Engine mapseach servicepacket to an appropriate band and Channel (e. g. UHF, X-Band, Ka-Band etc.). CLAIRE Cognitive Control Plane is enabled by multi-band RF Sensing that is driven by advances in Direct Digital Transceiver (DDTRX), signal processing techniques combined with machine learning to detect and characterize various interference types. CLAIRE adds autonomy, optimization and self-configuration to a deep spacenetwork that could suffer from large delays, interference and service disruptions. During Phase II, our team demonstrated CLAIRE operation on an open source 3gpp waveform such as srsRAN. We also demonstrated Wideband RF Sensing using DDTRX technology. During Phase II-E, we bring all these capabilities together and add one more protocol, that of IEEE 802.11 Wi-Fi. This will demonstrate that CLAIRE technology is truly protocol agnostic and will operate on a heterogeneous multi-vendor network that is likely to be fielded. Phase II-E will also include porting CLAIRE to HDTN and integrating this in the Glenn Research Cognitive Radio Testbed.
Benefits: 1. CLAIRE creates Cognitive Control Plane while making no changes to NASA' s communications protocol stack. 2. CLAIRE enables spectrum situational awareness, cross-layer sensing and differential buffer backlog information exchange mechanism. 3. CLAIRE APP enables spectrum aware routing, service-oriented packet forwarding and Dynamic Spectrum Access during cases of interference. 4. CLAIRE adds autonomy, optimization and self-configuration to a deep space network. 5. APP-based architecture allows future upgrades as technology evolves. 1. CLAIRE Architecture and capabilities are applicable to ALL commercial Terrestrial (3G/ 4G/ 5G / Wi-Fi), Space (LEO/ MEO / GEO/ Relays / Gateways), Backhaul (Optical Fiber / Coax) Networks where a cognitive control plane is required. 2. Combination of DDTRX with NVIDIA Chipset can create a powerful UHF to Ka Band 5G virtualized Radio Access Network (vRAN) Solution which may be used commercially.

Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.
