Blue Mountain Development is seeking administrative approval for project CUP-S-2025-0008 to modify a previously approved senior recreation building located on a 1.2-acre site at 3401 Flora Drive in Simi Valley, California. The project involves minor modifications to a 2,800 square foot one-story building, with total changes to the gross floor area remaining under 5 percent. The City of Simi Valley approved the project on December 30, 2025, and issued a Notice of Exemption under Section 15301 of the State CEQA Guidelines, citing negligible expansion of use. The scope of work includes floor plan revisions to relocate the kitchen and women's restrooms, remove a storage room, and reconfigure showers to improve circulation and pool-area utility. Exterior modifications focus on achieving a modern Spanish Colonial design by removing window and door trim accents, rafter tails, and the chimney, while adding iron awnings on the south side and revising the roofline and window layout. Additionally, the site plan will be updated to rearrange the trash enclosure for improved access. The project is managed by the City of Simi Valley with Nicholas Biro serving as the project applicant.
