This notice is a combined synopsis/solicitation Request for Quotation NIAID-RFQ-20-1973337 for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect with the Federal Acquisition Circular 2020-01dated November 12, 2019. The National Institute of Allergy and Infectious Diseases (NIAID), Vaccine Research Center (VRC) is requesting to procure the renewal of FlowJo Yearly Site License, quantity - 425 each. This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items, and FAR Part 13 - Simplified Acquisition Procedures. This acquisition will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract, and it is a total small business set-aside, with a NAICS code of 541511 with the size standard of $27.5 in millions. Delivery to Bethesda, Maryland 20892 with a delivery date of December 1, 2019. NIAID will evaluate all quotes to determine the best value to the government. NIAID will make a Best Value Determination based on the capability of each offeror's quote to provide all requested products, provide the proposed products in a timely manner, and at a reasonable price. In the event quotes are evaluated as equal in non-price factors, price will become a major consideration in selecting the successful Offeror. The following apply to this acquisition; FAR Part 52.212-1 Instructions to Offerors - Commercial Items, FAR Part 52.212-4 Contract Terms and Conditions - Commercial Items, and FAR Part 52.212-5 - Contract Terms and Conditions Required to Implement Status or Executive Orders - Commercial Items (see attached), and by reference the Department of Health and Human Services Acquisition Regulation HHSAR 352.203-70 Anti-lobbying, HHSAR 352.222-70 Contractor Cooperation in Equal Employment Opportunity Investigations, and HHSAR 352.239-74 Electronic and Information Technology Accessibility. The VRC investigators use the FlowJo software to analyze flow cytometry data and then convert it into a graphic presentation appropriate for publications and presentations, organize and manage complex cytometry experiments, and produce detailed graphical reports. It is designed to import and analyze cytometry data from fluorescence-activated cell sorting (FACS) flow cytometers. This FlowJo software is ubiquitous in use in the scientific community of NIAID and has historically been the standard use. There is no other software that is compatible with the existing FlowJo software. To make changes at this stage would be detrimental to the investigators who have programed flow cytometry data for experiments, and the data for the publications and presentations. All responsible sources who can provide the renewal of FlowJo Yearly Site Licenses may submit a response that will be considered by email (subject line to reference NIAID-RFQ-20-1973337) to Tonia Alexander at contact@example.gov, by 11:00 am eastern standard time Friday, November 22, 2019. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above product described herein.

1-Year OEM Service Contract - (2) Revvity Celigo S Imaging Instruments (VRC)
Solicitation # NOI-NIAID-27-2279300
The National Institutes of Health NIAID intends to award a firm-fixed price sole source contract to Revvity Health Sciences, Inc. for a one-year maintenance and service agreement for two Revvity Celigo S imaging instruments. The period of performance is scheduled from November 15, 2026, through November 14, 2027. This procurement is categorized under NAICS code 811210 for electronic and precision equipment repair and maintenance. The government is utilizing statutory authority 41 U.S.C. 3304(a)(1) and FAR 6.302.1(b)(1)(i), asserting that Revvity Health Sciences is the only responsible source capable of satisfying the requirement due to their proprietary access to diagnostic tools, service documentation, and genuine replacement parts. The scope of work includes priority response for unlimited repair travel, labor, and parts, as well as remote support and minor hardware and software updates to ensure the instruments meet manufacturer specifications. While the government intends to negotiate directly with the OEM, interested qualified sources were invited to submit capability statements by November 4, 2026, to the contracting officer, Linda Smith, and acquisition specialist, Jessica Emerson. The final award is expected to be issued within five days of the notice closing.

2027 NIAID DMID Omnibus Broad Agency Announcement: Development of Medical Interventions for Infectious Diseases
Solicitation # HHS-NIH-NIAID-BAA2026-1
The National Institute of Allergy and Infectious Diseases (NIAID) is soliciting proposals under Broad Agency Announcement HHS-NIH-NIAID-BAA2026-1 to advance the research and development of medical interventions for infectious diseases. This initiative focuses on three primary research areas: the development of needle-free vaccine candidates through early-phase clinical trials; the creation of safe and effective therapeutic candidates for serious infectious diseases, including those resistant to current antimicrobial therapy; and the innovation of in vitro diagnostic technology platforms capable of rapid, automated detection of a broad panel of priority viral pathogens. The program emphasizes alignment with NIH priorities regarding biosafety, biosecurity, and the use of non-animal testing methods. Proposals must be submitted electronically via the NIAID eCPS website by December 8, 2026, at 3:00 PM Eastern Time. Technical proposals are limited to 75 pages and will be evaluated by a peer review group based on technical merit, with the technical plan and personnel qualifications being of paramount consideration. Awards are not based on a common Statement of Work; instead, offerors must propose their own technical plans, milestones, and cost structures using a base and option period format. The resulting contracts will require an accounting system compliant with generally accepted accounting principles and will involve rigorous government inspection and acceptance based on the successful completion of critical milestones.
