The Department of Commerce (DOC) is preparing to solicit proposals for a comprehensive, cloud-based Customer Relationship Management (CRM) system intended to serve all DOC agencies. This upcoming solicitation, anticipated between March 3rd and March 7th, will include requirements not only for the CRM solution itself but also for contractor labor, third-party hosting, training, data migration, and other support services tailored to the department’s unique business needs. The solicitation will be made publicly available on the FedBizOpps platform, where potential contractors should monitor for any amendments or updates. It is important to note that this announcement is a presolicitation notice and does not represent the official release of the Request for Proposal (RFP). This opportunity follows a previous Request for Information (RFI) issued in 2013, but significant changes have been made to the statement of work since then, so earlier responders should be aware of these revisions. The department currently will not respond to questions or comments related to the CRM at this stage. The government reserves the discretion not to issue the RFP or to modify the solicitation terms and advises interested parties to continuously check the official site for authoritative updates. Additionally, the government will not be responsible for any costs incurred in response to this presolicitation or any subsequent notices. The solicitation is aligned with NAICS code 541511 and is managed by the Department of Commerce’s National Institute of Standards and Technology office located in Gaithersburg, Maryland. Jemal Williams is the designated point of contact for this acquisition.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
