The Naval Surface Warfare Center, Dahlgren Division, is seeking to procure advanced engineering and technical services to support modeling and simulation work at the Virginia Advanced Shipbuilding and Carrier Integration Center (VASCIC) in Newport News, VA. This contract will support the Combat Direction Systems Activity Dam Neck (CDSA DN) by providing expertise in areas such as modeling and simulation planning, testing, analysis, computer engineering, systems engineering, logistics, advanced engineering technician work, and electrician work. The services are intended for ongoing and future projects involving U.S. Navy aircraft carriers and specific surface ship designs, particularly in the fields of C4ISR systems, weapons, and aviation-related maritime systems. The work will be performed primarily at the contractor’s site and CDSA Dam Neck and involves the continued use of specialized VASCIC laboratories and resources, for which the U.S. Navy holds continuous unique usage rights. This is a non-commercial, sole source procurement due to the substantial cost duplication that would result from awarding the contract to other sources. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) arrangement with a five-year period of performance, governed under NAICS code 541330 with a size standard of $35.5 million in annual revenues. The anticipated award date was December 19, 2014, and inquiries regarding the contract are directed to the assigned contract specialist.
