The contract involves the award of architect and engineering services to Pond-Transystems, LLC on a sole-source basis under the authority of FAR 6.302-1. Pond-Transystems is the original designer of record for a building renovation project and has provided comprehensive design services covering HVAC, electrical, plumbing, interiors, and exterior finishes. Given their familiarity with the project and prior development of CADD drawings, the government deems it more efficient to continue with the same firm rather than redoing site investigations, engineering, cost estimates, and regulatory reviews, especially since the required design changes are relatively minor in scope. The additional work includes revisions to incorporate new television cable installations in Buildings 1520 and 1521, enlarging showers in Building 1521, and assisting with construction solicitation and acquisition support. In addition to design revisions, Pond-Transystems will support the government by reviewing submittals and responding to contractor Requests for Information during construction. This procurement is being conducted through negotiation, not a competitive bid or request for proposals, and falls under NAICS code 541330 with a size standard of $15 million. The estimated cost of the contract is between $29,000 and $34,000 and the award will be managed by NAVFAC Southeast, based out of NAS Jacksonville, Florida. This action reflects the government's interest in maintaining continuity and leveraging the original designer’s expertise to ensure the project’s efficient and effective completion.
