The U.S. Navy intends to issue a sole-source order under Basic Ordering Agreement N00019-24-G-0005 to Rolls-Royce Corp. for the CY27 AE1107C Engine Component Improvement Program, aimed at providing engineering and test support for the V-22 Osprey’s propulsion system. The work will focus on resolving operational and support issues, lowering engine lifecycle costs, and mitigating electronic parts obsolescence. Rolls-Royce is designated as the only responsible source due to its status as the original designer and prime manufacturer of the AE1107C engine, possessing exclusive access to technical data, drawings, design specifications, tooling, test facilities, and proprietary processes critical to ensuring compatibility with existing hardware and validating proposed modifications. The government intends to rely on 10 U.S.C. 2304(c)(1) and FAR 6.302-1 to justify sole-source procurement, as no other entity has the necessary technical expertise or proprietary information to meet the requirement. This action is part of an ongoing effort to sustain the reliability and readiness of the V-22 fleet through continuous engineering support. The solicitation is published as a presolicitation notice with a response deadline of June 8, 2026, and is not a formal request for proposals; however, interested parties may submit information regarding their capability to perform the work, though the government will not compensate for any submissions. The NAICS code for this procurement is 336412, and the place of performance is Indianapolis, Indiana, where Rolls-Royce is headquartered. The point of contact for inquiries is Contract Specialist Lyle Kralle, reachable via email. The Navy reserves the right to proceed on a sole-source basis regardless of any responses received, and all proprietary data, materials, and design processes remain the exclusive property of Rolls-Royce.
