Cybersecurity Strategic Support

The contract involves providing specialized cybersecurity support to K-12 school districts within Washington State, with the primary goal of enhancing district capacity to meet minimum cybersecurity standards. GGS Consulting will develop strategic resources such as a Cybersecurity Guide and workbook, conduct outreach and needs assessments, and assist districts in implementing essential protective measures like multifactor authentication, device administrative access, and secure network VPNs and servers. The scope includes collaboration with multiple stakeholders, including state agencies, educational service districts, and federal partners, to craft a comprehensive cybersecurity strategy. The work is structured in phased deliverables spanning from initial outreach and assessment in 2025, through development and piloting of self-help tools in 2026, to final district support and recommendations extending into 2027. The contract emphasizes tailored support for vulnerable districts, risk assessments, and the creation of testing strategies such as pen-testing and cyber hygiene testing. Funding for the contract, valued between 500,000 and 1.5 million dollars, is provided by state dollars, with compensation set at an hourly rate of 150 dollars, not exceeding 100,000 dollars. The contract is a sole source award, predicated on GGS Consulting’s demonstrated expertise and experience in K-12 cybersecurity initiatives, including strategic planning, stakeholder engagement, and training. It includes comprehensive terms covering confidentiality, data access, compliance with federal and state laws, and detailed invoicing procedures. The contract period runs from March 18, 2025, through June 30, 2027, with specific milestones and deliverables scheduled throughout this timeframe. The agreement also stipulates requirements for insurance, record-keeping, subcontracting, and copyright ownership of developed materials, ensuring accountability and adherence to legal and security standards.
