D -- A Model for Improving Patient Safety & Clinical Outcomes in a Regional Setting: Application to Healthcare of an Industrial Safety Model to Support Computerized Patient Safety Tracking Systems

The contract aims to establish a sole-source procurement with the Pittsburgh Regional Healthcare Initiative (PRHI) to enhance patient safety and clinical outcomes in cardiac care through innovative data tracking and management systems. PRHI's initiatives will align with the federal response to improving patient safety, focusing particularly on coronary artery bypass graft (CABG) procedures. The contractor will be responsible for defining key clinical process and outcome measures improved by a cardiac registry used within a competitive regional market that shares and benchmarks data. Additionally, the project seeks to delineate patient safety improvements achieved through community-wide systems that track and report medication errors and surgical site infections specific to cardiac surgery. The contract also requires identifying measurable interactions between the cardiac registry and patient safety tracking systems in improving cardiac outcomes, as well as demonstrating the added value of implementing the Toyota Production System (TPS) management framework within select cardiac units to advance these safety and quality initiatives. This approach integrates industrial safety models into healthcare for better monitoring and reduction of complications in cardiac care delivery.
