The U.S. Department of the Interior's Bureau of Land Management operates a substantial helium storage facility at the Bush Dome Reservoir near Amarillo, Texas. This facility manages a 310-Bcf natural gas reservoir, which currently contains about 31 Bcf of injected helium owned by both the government and private entities. The reservoir comprises 29 wells designated for withdrawal, injection, and observation purposes and is connected by a 425-mile pipeline linking helium production plants with the storage site. The storage system plays a critical role in helium management, with infrastructure designed to support both crude and grade-A helium handling. An external audit conducted in 2001 highlighted discrepancies between the BLM’s internal engineering analyses and its perpetual inventory records, indicating the need for further investigation to reconcile these differences. This contract solicitation seeks to advance studies related to the Bush Dome Reservoir helium operations to address past audit findings and improve the accuracy and reliability of helium management at the Cliffside location. The contract is managed by the National Operations Center under the Department of the Interior and reflects ongoing efforts to ensure efficient and accountable helium resource storage and oversight.
