The Federal Highway Administration, acting on behalf of the Federal Motor Carrier Safety Administration, plans to issue a sole source award to the Motor Freight Carriers Association for a congressionally-mandated study focused on fatigue management techniques employed by truck drivers during overnight operations. This study will specifically examine practices among unionized motor carriers in partnership with their labor organizations. The Motor Freight Carriers Association is recognized as the sole organization representing unionized motor carriers cooperating with labor entities, which justifies the sole source award approach. The anticipated award date is set for September 30, 2002. This notice is not a request for proposals but a presolicitation announcement indicating an intent to award without competition. Interested parties seeking more information can contact Anthony Rowell at the Federal Highway Administration’s Office of Acquisition Management. The contract falls under the Department of Transportation and is managed through the 693JJ3 Acquisition and Grants Management office in Washington, D.C. The study is critical to understanding and potentially improving driver fatigue management in the motor carrier industry.
