B -- Notice of intent to negotiate a sole source contract with Western Washington University

The Department of Commerce's NOAA Pacific Marine Environmental Lab (PMEL) intends to negotiate a sole source contract with Western Washington University's Biology Department to support the collection and analysis of microbial populations in the extreme environment of deep-sea hydrothermal vents. This collaboration builds on a five-year partnership during which PMEL's VENTS Program and WWU have jointly developed specialized procedures and techniques, ensuring consistency and comparability of data related to fluid chemistry and microbial ecology at the Juan de Fuca spreading center. The expertise and experience acquired through this partnership are essential for the success of the upcoming Explorer Ridge program, especially given the constrained timeline leading up to the NOAA cruise scheduled to commence on July 15, 2002. The contract will be a simplified acquisition with an estimated value below $100,000. Due to the unique capabilities and prior collaborative work of WWU, no other organization is deemed capable of providing the necessary data and experience within the required timeframe. The contract is managed by the Department of Commerce's NOAA office located in Seattle, Washington, with Paul Thompson serving as the primary point of contact. This action underscores the importance of continuity and specialized knowledge in advancing research on deep-sea microbial ecosystems under extreme environmental conditions.
