The Defense Information Technology Contracting Organization (DITCO) at Scott Air Force Base plans to issue a sole source purchase order to ARINC, Inc. for access to and use of the AviNet Mail Handling Service. This service is essential for obtaining information from and conducting transactions with commercial airlines that have contracts with the U.S. Government, specifically servicing locations at McGuire Air Force Base, New Jersey, and Travis Air Force Base, California. The contract includes one base year with four additional one-year options and is being awarded without a competitive solicitation under the authority of FAR 6.302, as ARINC is identified as the sole provider of the specialized records communications capability required. Although this is not a request for proposal, other vendors interested in providing a specialized data communications service with commercial airlines are invited to request the statement of work and submit detailed proposals that qualified technicians can evaluate. Should any proposals meet the stated requirements, a competitive acquisition process will be initiated. Vendor requests must be submitted to DITCO by the close of business on September 28, 2004; if no requests are received by that date, the procurement will proceed directly with ARINC. For more information, prospective vendors can contact the designated procurement representative at Scott AFB.
