D -- ACU-1000 Equipment Bundle

This is a Sources Sought in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to negotiate and award a sole source purchase order with Raytheon JPS Communications for 1 (one) ACU-1000 EQUIPMENT BUNDLE (with Manual, Computer Control S/W with Manual & Standard Accessory Kit), 10 (ten) DSP-2 Digital Signal Processor Module, 2 (two) PSTN-2 Public SW/Telephone Interface Module, 2 (two) Cable; ACU to Military MIC Connector; 5-PIN, 15 FT, 1 (one) cable ACU to MICOM-2E (DB25) 15 FT, 1 (one) Cable ACU to Motorola MTS-1000/2000 HT-1000 XTS-3000 and 5000, 1 (one) Cable ACU to Motorola Spectra (Highpower). ******Macdill AFB intends to issue a purchase order to Raytheon JPS Communications under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the existing agency requirements, for the following reasons stated in the J&A: "Raytheon is the developer, manufacturer and only source for this equipment found during extensive research. This specific item (by name/brand) is required by HQ AMC as identified in the AMC Sup1 to AFI 10-2501 dated 26 Aug 04, Para 8.3.6 states that as a minimum, Mobile Command Posts owned and maintained by CE Readiness flights will have the following equipment/capabilities, as listed in table 8.2 of the AMC supplement. In table 8.2, the "ACU 1000- Intelligent Communications Interconnect System" is listed as one of the required items to be maintained in the MCP. This unit is required to comply with AMC Sup1 to AFI 10-2501."***** This announcement constitutes the only announcement. A written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. The North American Industry Classification System (NAICS) is 334119 the size standard of which is 1000 employees. The Standard Industrial Classification (SIC) is 3669. A Firm Fixed Price contract will be awarded. Market Research was conducted and no other sources have been identified for the ACU 1000. Many venders which offer it to the civilian sector are not authorized to sell to the Government or Military agencies.
