The Government plans to procure a portable and wireless CCTV system, specifically the AVP-5000 model, through a sole source negotiation with Automated Visual Protection in Louisville, KY. This procurement is justified under the statutory authority allowing non-competitive sourcing due to the unique nature of the equipment and the authorized dealer status held by the contractor for March Network equipment in the TN/KY area. The system includes a fully assembled, plug-and-play base unit with extensive capabilities such as high-resolution internal recording, network access, weatherproof ventilation, power upgrades for operation from various sources, and multiple wireless video and audio transmitters and receivers. Additional components such as tactical battery chargers, high-resolution wired and PTZ cameras with optical and digital zoom capabilities, and remote control operability enhance the system’s comprehensive surveillance capabilities. The equipment is designed for rapid deployment with minimal setup, suited for a variety of operational environments. This procurement will be conducted under Simplified Acquisition Procedures without issuing a competitive solicitation, though other firms may submit written capability statements within a 10-day period following the synopsis posting if they believe they can meet the requirements. The government retains discretion to proceed solely with the identified source if no other viable responses are received. The contract aligns with NAICS code 334119, applicable to small businesses with up to 1,000 employees. The solicitation closes on September 10, 2007, and all communications must be submitted in writing to the designated contracting officer. The acquisition supports the Department of Defense’s need for advanced, reliable, and easily deployable surveillance technology at Fort Campbell, Kentucky.
