Full Description

NASA/GRC has a requirement for annual support and maintenance on a suite of licenses currently in use at our Center. NASA/GRC intends to purchase this service from SPATIAL INTEGRATED SYSTEMS, INC., 5716 Cleveland St, Ste. 100, Virginia Beach, VA, 23462-1786. Siemens Government Technologies is the manufacturer and developer of this software, they own the source code, and the software is proprietary to them. They have delegated Spatial Integrated Systems as the exclusive small business reseller for this requirement. The maintenance and support is for an existing suite of licenses already in use at our Center. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The sole source is under the authority of Far reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 31, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
