The Environmental Protection Agency conducted a streamlined competition to evaluate whether application and systems management support services for its Headquarters Office of Water should be outsourced or maintained in-house. The study, completed and certified on June 29, 2007, concluded that these services will continue to be performed internally by incumbent government personnel, amounting to 9.5 full-time equivalents (FTEs). This decision aligns with the requirements of the revised OMB Circular A-76 effective May 29, 2003, which also stipulates that no challenges to the streamlined competition process may be made. Following this determination, the Contracting Officer will formalize the arrangement through a letter of obligation with the senior manager responsible for the commercial activity carrying out the functions. The contract pertains to applications and system management support under the NAICS code 519190 and falls under the jurisdiction of the Headquarters Acquisition Division of the EPA in Washington, DC. The streamlined competition and subsequent decision ensure continuity of support services for critical water office operations while adhering to federal procurement policies.
