The United States Coast Guard intends to award a single source task order to Global Computer Enterprises, a small business, under GSA contract GS35F0426K. The contract consists of a one year base period with a one year option for audit remediation services regarding the Oracle Financial System. The primary objective is to address system audit findings and resolve a backlog of System Problem Reports to correct the baseline code. The government is pursuing a single source award because the current contractor possesses specialized technical knowledge of the system, which is expected to provide significant cost and time efficiencies. While the agency is open to affirmative responses from other capable providers until July 16, 2004, the award will proceed to Global Computer Enterprises if no other party can demonstrate a superior advantage to the government.

Full Description

It is the intent of the United States Coast Guard (USCG) to award, on a single source basis, pursuant to the authority of Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501), a one year base, with a one year option, task order under GSA contract number GS35F0426K, with Global Computer Enterprises, a small business. Global Computer Enterprises is the current contractor providing maintenance of the US Coast Guard's Oracle Financial System (CGOF) under task order DTCG23-04-F-HFG022. As a result of a system audit, the USCG requires services to remediate the audit findings and correct a backlog of System Problem Reports (SPRs). Since the current contractor has considerable knowledge of the CGOF system this will save the Government in technical, cost, and time efficiencies. Also, it is imperative that only the current contractor be permitted to correct the baseline code and the identified SPRs. NO SOLICITATION DOCUMENT IS AVAILABLE. The USCG will consider all affirmative responses received no later than 2:00 PM EDT, on July 16, 2004. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the required services. Request for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a single source award will be made to Global Computer Enterprises.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
