This contract is focused on upgrading and installing a middleware solution essential to the Pittsburgh VA Medical Center's Pathology and Laboratory Medicine service, driven by policy requirements to meet current information security standards and support new laboratory enhancements from the National VistA applications group. The existing middleware, relying on FTP protocols, is inadequate for current and forthcoming enhancements, including blood bank and microbiology interfaces, and automated verification features released in Fall 2016. Originating from a project started in 2016 that was halted due to staffing issues, this contract seeks completion of the originally planned implementation. The selected vendor will install the latest version of the instrument manager software across various servers, assist with database and license migration, security setup, connectivity for up to 22 analyzers, and integrate the nationally approved auto verification driver. Training for two customer resources on rule sets and dedicated go-live support are also included. The scope encompasses all costs, hardware, software, and training necessary for a full middleware installation adhering to national standards and VA policies, specifically tailored to meet the Pittsburgh VA laboratory's needs. The vendor is required to provide compatible drivers for a comprehensive list of analyzers, manage technical support and implementation services, and maintain VA sensitive information security protocols. The VA will provide government-furnished equipment including servers and device servers. Performance monitoring will be handled by the VA laboratory to ensure timely delivery and service quality. The contract is intended to sole source Data Innovations, the only vendor capable of completing the complex installation and continuation of previous work. The period of performance extends until full completion of the installation and services, with a start date before February 2019. Vendor-shipped items will be delivered according to vendor specifications with acceptance based on quality evaluations by VA laboratory personnel.
