The Center for Health Care Contracting awarded a firm fixed price contract to VASTEC, Inc. for the implementation of the Digital Accessible Personal Health Electronic Record initiative. Valued at 799,997.90 dollars and funded through the Defense Health Program, the project ran from September 29, 2009, to September 28, 2010. The primary objective was to convert medical and dental records into a secure, digital format that complies with Section 508 of the Rehabilitation Act, ensuring that active duty and separating military personnel can access their personal health information regardless of physical or cognitive disabilities. This non-competitive acquisition was justified as a sole source requirement due to specific Congressional earmarking for the vendor. The initiative aims to support wounded service members from Operation Enduring Freedom and Operation Iraqi Freedom by providing compatible formats for assistive technology and handheld wireless devices. By granting personnel direct access to their health posture, the project intends to complement existing electronic medical record systems and reduce the administrative burden on physicians and hospitals by eliminating the need for paper record reproduction.
