D -- Electronic Databases

The Department intends to issue a purchase order to ProQuest Information and Learning - CSA LLC, 300 North Zeeb Road, P.O Box 1346 Ann Arbor, Michigan 48106-1346 for subscription to provide access to selected electronic databases for the National Library of Education. Providing a central location within the Federal Government for information about education and providing comprehensive reference services on matters related to education. This purchase order will include access to ProQuest Digital Dissertations and Theses (renewal), ProQuest Education Journals Online with ERIC (renewal), ProQuest National Newspapers9 (new), and Newspaper Direct Press Display for 3 simultaneous users (new). All databases operate on the ProQuest search engine platform and are unique to ProQuest. While the Library subscribes to WorldCat, which is an electronic database of library holdings worldwide, it does not have access to a database dedicated to dissertations and theses. ProQuest is the only provider of access to full-text dissertations and theses. In order to support the critical mission and recognizing ProQuest's status as the representative to the organization undertaking this work, ED intends to place a contract on a sole source basis to ProQuest, pursuant to FAR 6.302-1, 41 U.S.C. 253 (c)(1), for Information technology services, including telecommunications services related to providing access to selected electronic databases. Because all these databases operate on the search engine which is proprietary, ProQuest qualifies to perform the needed work and is the only source that will satisfy ED's requirement. All responsible sources, however, may submit a proposal that shall be considered by the agency. Naics Codes applicable to this requirement include 518112, web search portals; 511110, newspaper publishers; and, 51120 periodical publishers.
