AI Contract Overview
The U.S. Geological Survey plans to award a sole-source purchase order to the Alaska Satellite Facility at the University of Alaska for the development of a specialized software script to apply radiometric terrain correction to commercial Synthetic Aperture Radar imagery. This software must process National Imagery Transmission Format-formatted Sensor Independent Complex Data from commercial satellite missions contracted through the National Reconnaissance Office and tasked by the National Geospatial-Intelligence Agency under the Civil Applications Committee, with full compatibility required for data from Capella Space, ICEYE, and Umbra. The acquisition will follow Federal Acquisition Regulation Part 12 for commercial products and services, using simplified procedures, based on the determination that the Alaska Satellite Facility is the only source reasonably available to meet this highly specific technical requirement. The action is classified under NAICS code 513210 for Software Publishers with a value of $47,000 and is being conducted under a notice of intent, not a formal solicitation, meaning no competitive bid process will be initiated unless the government determines otherwise based on responses received. All submissions must be sent via electronic mail to victor_nuno@ios.doi.gov and received no later than June 18, 2026, at 12:00 p.m. Eastern Time; hardcopy submissions or those sent through SAM.gov will not be accepted. The primary point of contact is Victor Nuno, reachable via phone at 916-278-9442 and email at vnuno@usgs.gov, with the solicitation number 140G0326Q0106 and posting date of June 15, 2026. The action is issued under the authority of FAR Subpart 5.203 to ensure transparency, but it remains non-competitive by default unless a responsible party submits a capability statement that prompts the government to reconsider its sole-source determination. The office responsible for this procurement is part of the Department of the Interior, located in Sacramento, California, and the work will support the USGS Alaska Science Center.
