The U.S. Department of Commerce, through the National Institute of Standards and Technology (NIST) Thermodynamics Research Center (TRC), intends to negotiate a sole-source contract with Dr. Ilmutdin M. Abdulagoatov for enhancing data capture procedures using the Guided Data Capture (GCD) software. The contract focuses on improving thermophysical and thermochemical property data collection for pure compounds, binary and ternary mixtures, and chemical reactions, emphasizing preliminary critical data evaluation. The work involves implementing data quality assessment (DQA) procedures linked to the SOURCE Database and the ThermoData Engine (TDE) software, which are integral parts of NIST/TRC’s dynamic data evaluation system. The contract includes a base period with one possible one-year extension, and no competitive proposals will be sought unless sufficient evidence of capability arises from interested parties’ affirmative responses. The selected contractor must possess specialized skills in experimental chemical thermodynamics, thermophysics, chemistry, and chemical engineering, as well as experience with TRC’s data systems, particularly the SOURCE data system—a comprehensive relational archival system for storing raw experimental data on thermophysical, thermochemical, and transport properties. The work aims to further develop the SOURCE database to enhance its capabilities in volumetric properties data and integrate robust DQA algorithms. This contract is critical for supporting the ongoing development of tools that provide accurate, on-demand recommended property data for a range of chemical systems. The expected award date was March 19, 2007, with the contract managed by the Department of Commerce in Seattle, WA, and the point of contact being Contract Specialist Rhonda R. Nelson.

In the absence of other qualified sources (41 U.S.C. 253 (c)(1), and in accordance with FAR 6.302-1 and as supplemented with additional information included in this notice, it is the intent of the U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Physical and Chemical Properties Division, Thermodynamics Research Center (TRC) to negotiate with only one source, Dr. Ilmutdin M. Abdulagoatov for services for the implementation and enhancement of data capture procedures (with Guided Data Capture (GCD) software developed at NIST) for thermophysical and thermochemical properties of pure compounds, binary and ternary mixtures, and chemical reactions with preliminary critical data evaluation. This award may be issued with a base period and one, one-year option. This is not a request for competitive proposals. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Any information received in response to this notice will be considered for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the agency?s requirements are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, the response must include detailed technical information and other technical literature demonstrating the ability to meet the stated requirements. Interested parties must address each of the mandatory requirements listed in sufficient detail to permit agency analysis to establish a bona fide capability to meet requirements. Failure to submit documentation will result in the agency proceeding as stated above. Anticipated award date is March 19, 2007. This notice is for information purposes only. No formal solicitation will be issued. STATEMENT The Physical and Chemical Properties Division, Thermodynamics Research Center (TRC) has a need for the implementation of data quality assessment (DQA) procedures for the captured data through compilation of the SOURCE Database and application of ThermoData Engine software developed and maintained by the TRC of the NIST in Boulder, Colorado. Development of DQA algorithms and implementation of volumetric properties of pure components in the SOURCE Database, also developed and maintained by NIST/TRC. General skills involve software-based data collection operation management skills combined with extensive experience in experimental chemical thermodynamics, thermophysics, chemistry and chemical engineering, including theoretical interpretation and error propagation analysis. Specialized skills include demonstrated familiarity with the TRC data systems and, in particular, TRC SOURCE data system. SOURCE data system is a major relational archival system developed and maintained by TRC to store ?raw? experimental data for thermophysical, thermochemical and transport properties of pure compounds, binary and ternary systems as well as chemical reactions. SOURCE data system is also a powerful tool to produce various compilations and critical evaluations of data in both hard-copy and electronic forms. This work targets further enhancement of NIST/TRC SOURCE database, which serves as the foundation for ThermoData Engine (TDE) software developed by TRC, which implements the concept of dynamic data evaluation to provide on-demand recommended thermophysical and thermochemical property data for binary mixtures.

Short-Term Lending Database
Solicitation # SCC-26-018-BFI
The State Corporation Commission of Virginia, through its Bureau of Financial Institutions, is soliciting proposals under solicitation number SCC-26-018-BFI to establish a contract for a real-time, Internet-accessible short-term lending database solution. This system will be utilized by the Commission and all Virginia short-term lending licensees to perform real-time borrower eligibility verification, manage loan-level data, and generate analytics on loan activity and database usage. The solution must comply with regulatory standards including 10VAC5-200-110 and statutory FOIA exemptions under section 6.2-1810(B), and the supplier may be required to provide SOC 2 or ISO 00 certifications. The selection process is based on the best proposal, evaluated across five key factors: technical response, implementation approach, supplier experience, subcontracting plans, and total cost analysis. Awardees must maintain specific insurance coverages, including at least $1,000,000 per occurrence for Commercial General Liability and $100,000 per employee for Employer's Liability. Proposals are due by November 20, 2026, and must include detailed financial documentation, such as audited statements for the last three fiscal years and a D&B Business Report. The contract includes a rigorous acceptance process with a thirty-business-day review period for deliverables and a minimum ten-business-day acceptance testing period following deployment.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
