The U.S. Secret Service plans to negotiate a sole source contract with AccessData Corporation for the renewal of upgrades and maintenance on proprietary software packages. This contract involves software licensing that is proprietary to AccessData, making this procurement exclusive and not open for competitive bidding. The Government’s decision to proceed without competition is authorized under FAR 6.302 and will be made after receiving capability statements from the contractor within two calendar days from the notice, which emphasizes expedited submission compared to the typical 45-day period. No formal solicitation or request for quotes will be issued, and the Government is not liable for any costs associated with preparing responses. The contract falls under Information Technology Services with the NAICS code 518210 and is managed by the Fletc Glynco Procurement Office of the Department of Homeland Security, located in Brunswick, Georgia. The notice, posted in February 2005, indicates the specific intent to maintain continuity in specialized software support critical to the agency’s operations, underscoring the need for specialized knowledge and existing licensing arrangements exclusive to AccessData. This presolicitation highlights the sole-source nature of the procurement to streamline the renewal process for these IT services.
