Increase Ceiling to reconciliation database contract

The Space and Naval Warfare Systems Command (SPAWAR) is increasing the ceiling and extending the period of performance on a sole-source contract with Brace Management Group, Inc. This contract provides a license that grants the Office of Naval Research (ONR) access to a specialized web-based reconciliation database developed by Brace Management Group. The database application serves to compare obligation and billing data reported from various Department of the Navy accounting systems, documented on the NAVCOMPT 2193 report, against financial records in the Standard Accounting and Reporting System, Headquarters Module (STARS-HCM). The system is hosted on Brace’s computer infrastructure and is accessible online through a Windows-based browser, enabling secure and efficient financial data reconciliation for the ONR. The contract extension includes a base period beginning upon issuance of the modification and continuing through February 28, 2006, with an option period from March 1, 2006, to February 28, 2007. This is a sole-source action, with Brace Management Group being the exclusive provider, and no solicitation is anticipated. The effort is managed under the Naval Information Warfare Systems agency within the Department of Defense, with administrative operations based in San Diego, California.
