The United States Patent and Trademark Office (USPTO) plans to issue a sole-source purchase order valued at $236,973.88 to EMC Captiva for software maintenance and support services related to the InputAccel software. This procurement will follow Part 13 of the Federal Acquisition Regulation (FAR) using simplified acquisition procedures and the Patent and Trademark Acquisition Guidelines (PTAG). EMC Captiva is recognized as the only responsible source capable of providing the necessary maintenance and support for the specific site license identified as Part No. N-SMS-1, including the dongle/key number site license renewal. Because EMC Captiva is the original developer, no other vendor can fulfill the requirement, eliminating the need for a competitive solicitation. The contract is managed under the Department of Commerce, specifically the USPTO office located in Alexandria, Virginia. The contracting officer overseeing this procurement is Sylvia G Van Dyke, who can be contacted for further information. The agreement is justified under FAR 6.302-1 and corresponding statutory provisions that permit non-competitive awards when only one source is qualified to provide the required supplies or services. This sole-source contract ensures continuity of support for the unique software license critical to USPTO operations.

This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. The government intends to use the gathered information to identify qualified small business contractors for a future solicitation. Interested vendors must submit a concise response not exceeding five pages, including a capability statement, primary contact information, and relevant project examples, in searchable PDF format. Questions are due by October 26, 2026, at 1pm ET, and final RFI responses must be submitted to the designated points of contact, Joy Pitts and Emanele Gawrelski, by November 6, 2026, at 10am ET.
